The week started with the concluding days of the 100th General Assembly and, on Wednesday, the members elected to the new 101st General Assembly were sworn into office. The new General Assembly has a 50 member freshman class and Democratic super majorities in both chambers. The top leaders in both chambers remain the same- Senator John Cullerton will continue as Senate President, REALTOR® Senator Bill Brady will continue as Senate Republican Leader, Representative Michael Madigan continues as the Speaker of the House and Representative Jim Durkin as the House Republican Leader. The atmosphere in the Capitol is notably optimistic for a renewed sense of bi-partisanship and the Illinois REALTORS® stand ready to work with both sides of the aisle. The statewide executive officers will be sworn in on Monday, January 14, 2019.

RENT CONTROL LEGISLATION INTRODUCED THIS WEEK

Two rent control bills have already been introduced this first week of the 2019 spring session. These bills, repeat measures from the 2018 session, are strongly OPPPOSED by the Illinois REALTORS®. House Bill 255 (Guzzardi) would repeal the current Rent Control Preemption Act which bans the enactment of local rent control ordinances. The intent of the legislation is to allow local governments, especially Chicago, to enact rent control by ordinance. Senate Bill 32 (Bush), would impose rent control on mobile home park owners under the Mobile Home Landlord Tenant statute, except in the city of Chicago. This bill was DEFEATED in the House Judiciary Civil Law Committee in 2018.
